The Department of Trade, Industry and Competition has published a series of draft amendments to the Broad-Based Black Economic Empowerment (B-BBEE) Codes of Good Practice for public comment, as gazetted under Government Gazette No. 54032 dated 29 January 2026.
These proposed amendments are issued in terms of section 9(5) of the Broad-Based Black Economic Empowerment Amendment Act, 2003 (as amended), and may have material implications for employers, service providers, and organisations operating across regulated sectors, including the Temporary Employment Services (TES) industry.
Members of Temporary Employment Services Division are encouraged to review the draft amendments carefully, assess potential operational and compliance impacts, and consider submitting formal comments where relevant.
Public Comment Period
Interested parties are invited to submit written comments within 60 days from the date of publication.
Submissions must be directed to the B-BBEE Policy Unit at the Department of Trade, Industry and Competition using the official email addresses specified for each draft code series in the Gazette
