About the TESD: Promoting Compliance in Temporary Employment Services
MISSION STATEMENT
The TESD (Temporary Employment Services Division) was established in 1994 as the Labour Broking Division, and it assures compliance and credibility of its members.
OVERVIEW
The TESD provides temporary employment service providers with a stakeholder forum to regulate this specialised industry to serve the needs of their clients and to protect the rights of their candidates in a legally compliant environment.
Since 1994, the TESD has and continues to ensure the credibility and compliance of its members who provide their services to a variety of employees and employers centred in the construction industry. The TESD also supports members operating in secondary industries namely agriculture, raw materials, manufacturing, construction, and the service industry.
The objective of the TESD is to represent the interests of employers and employees.
We recognised the need for a platform where temporary employment service providers are given a voice and become part of a credible representative body in the eyes of stakeholders such as employees, clients, contractors, bargaining councils and trade unions.
The TESD strives to improve the image of labour brokering and uphold the labour ethics and laws, thereby increasing member credibility and compliance.
Meet Executive Committee (EXCO)
The TESD Executive Committee (EXCO) provides strategic leadership, governance oversight, and industry representation for the Temporary Employment Services Division. Comprising experienced industry professionals, the EXCO guides TESD’s strategic direction, ensures alignment with affiliated bodies, and represents members’ interests at industry and regulatory level. Through informed leadership and stakeholder engagement, the EXCO supports ethical employment practices, sector compliance, and the long-term sustainability of the temporary employment services industry.

SEIFSA
The Temporary Employment Services Division (TESD) is an affiliated division of the Steel and Engineering Industries Federation of Southern Africa (SEIFSA). Through this affiliation, TESD provides a structured and credible representative platform for temporary employment service employers, ranging from SME operators to large national providers within the industrial sector. This relationship ensures that the TES sector is formally included in industry-level labour, regulatory, and policy discussions that influence employment practices, workforce sustainability, and economic stability across South Africa’s steel and engineering landscape. TESD actively participates in advocacy, stakeholder engagement, and industry initiatives led by SEIFSA, supporting improved compliance, ethical employment practices, and the long-term credibility and sustainability of the temporary employment services sector.
CAPES
TESD is affiliated to the Confederation of Associations in the Private Employment Sector (CAPES), an umbrella body established in 2002 to represent and advocate for the private employment services industry in South Africa.Through this affiliation, TESD forms part of a collective representative body comprising the four primary staffing associations, representing thousands of SME staffing businesses alongside several of South Africa’s largest corporate staffing companies. This alignment ensures that TESD members’ interests are represented at national policy, regulatory, and stakeholder engagement levels.TESD’s affiliation with CAPES enables meaningful participation in advocacy, lobbying, and industry-wide initiatives that are vital to protecting the sustainability, credibility, and future of the temporary employment services industry.
CEA SA
TESD is also affiliated to the Constructional Engineering Association of South Africa (CEA SA), an employer organisation representing companies operating within the constructional engineering sector.Through this affiliation, TESD aligns with an association whose members are active across the structural, mechanical, electrical, instrumentation, piping, and project management disciplines. This ensures that temporary employment service providers supporting these industries are represented within a formal employer framework that understands the operational, technical, and regulatory demands of constructional engineering environments.TESD’s relationship with CEA SA further strengthens collaboration with aligned industry bodies such as the South African Institute of Steel Construction and the South African Institute of Welding, supporting responsible labour practices, sector compliance, and sustainable workforce deployment across the construction engineering industry.
