WHAT YOU SHOULD KNOW
The TESD provides support where needed!
- Only the Temporary Employment Services Division of the CEA (SA) can issue you with an Accreditation Certificate. Only the CEA’s Constitution caters for the admission of Temporary Employment Services as Members.
- The CEA is an independent Employers Organisation registered with the Department of Labour. The CEA is a signatory to all MEIBC Collective Agreements.
- The Temporary Employment Services Division of the CEA (SA) is represented on all industry structures and forums and through its affiliation to CAPES also has direct access and influence with BUSA, NEDLAC and Government.
- The Temporary Employment Services Division of the CEA (SA) actively participates in industry collective bargaining and over many years has ensured that temporary employment services providers in the metals industry are treated no different to any other employer in the sector.
- As long as an employer is a member of a SEIFSA affiliated Employer Association which signed the Main Agreement and is utilizing the services of a Temporary Employment Services Provider which is a member of the the TESD - temporary employment services providers are at liberty to continue to provide employees in any category of work for any period of time which is determined to be a temporary service by a collective agreement concluded in a bargaining council. For them, it is business as usual.
FEE STRUCTURE
Membership fees to the CEA (TESD) are charged on an annual basis and consist of:
- A basic fee per company of R3 857.19.
- A per capita levy (PLC) of R54.02 per employee on all employees.
- R1 500.00 per annum contribution (levy) to CAPES for CEA (TESD) members (charged with the annual membership fee).
Please note: Prices exclude VAT. The financial year runs from the 1st of July to the 30th of June and companies will be charged a pro-rated amount if they join after the start of the financial year. Those members who are not APSO or corporate CAPES members contribute R1 500.00 per month as an additional levy. Members who wish to settle the full additional levy will qualify for a 15% discount.

- It provides a forum where members meet regularly to discuss matters of importance to the industry.
- It has compiled a Code of Ethics and members undertake to observe its contents.
- A pro forma Service Level Agreement is available for use by members.
- A pro forma Fixed Term Contract is available for use by members.
- It has developed a set list of criteria for the accreditation of Temporary Employment services in the industry to ensure compliance and self- regulation and is also working with the MEIBC, SEIFSA, BUSA, CAPES, NEDLAC, Black Business Council, statutory Government bodies, and other Bargaining Councils to identify and ensure the members becomes compliant.
- It has been recognized by the Metal and Engineering Industries Bargaining Council (MEIBC) and the trade unions.
- It keeps members abreast of the implications of labour and tax legislation and provides regular briefs on aspects of the legislation. Working with SEIFSA (the Steel and Engineering Industries Federation of Southern Africa) and the CEA (SA), the TESD viewpoints are strongly articulated in negotiations with the trade unions and on various other industry platforms.
